中海油常州涂料化工研究院有限公司（以下简称常州院）始建于1969年，原隶属于化工部，2000年转制后随中国化工建设总公司于2006年整体并入中国海油，于2008年划转至中海油能源发展股份有限公司，成为中海油能源发展股份有限公司全资子公司，是一家集科研开发、行业服务和产品制造销售于一体的科技先导型企业。

常州院拥有绿色涂料和工业防护两大产业。设有办公室、党群工作部、人力资源部、科创与数字化部、财务部、市场经营部、安全生产部共7个职能部门，下设7个所属单位。

常州院共有员工642人，其中教授级高工4%，高级职称及以上20.9%，中级职称39.4%。在中高端人才方面，拥有集团公司专家1人，海油发展技术专家3人，常州院专业技术带头人11人，专业学科博士7人（在站博士3人），江苏“333工程”人才9人，“双创博士”2人，“双创人才”1人，“六大人才高峰团队”1个，常州市突出贡献人才2人。

常州院科技创新成果丰硕，先后承担完成了涂料领域4项国家“863”高技术攻关项目，数十项国家省部级和中外合作项目，共取得600余项科研成果；获国家科技发明奖、科技进步奖、全国科学大会奖18项；获省部级科技发明奖和进步奖50余项，获省部级其他奖项70项。拥有141项核心专利技术，其中发明专利136件，专有核心技术500余项。

常州院拥有国家科技部批准设立（2003年）的涂料行业唯一的国家涂料工程技术研究中心，并设有国家级博士后科研工作站；设有国家涂料质量检验检测中心、全国涂料和颜料标准化技术委员会（SAC/TC5）及中国材料与试验团体标准（CSTM）委员会涂料和颜料技术委员会（TC05），在参与和主导国际标准制定上近年来成绩突出，主导发布3项涂料国际标准。拥有国家涂料质量监督检验中心资质认定的CAL证书、CMA证书，拥有中国船级社、中国渔业船舶检验局、海军装备研究院等颁发的资质证书。设有全国涂料行业生产力促进中心、全国涂料工业信息中心、中国化工学会涂料涂装专业委员会和水性技术专业委员会、国家化工行业生产力促进中心钛白分中心、全国无机颜料信息总站等众多涂料行业组织，发行《涂料工业》等5本专业学术期刊杂志。

常州院拥有涂料领域国家级科研、检测、标准、期刊等资质证书、科技创新平台、行业协会组织，具有完整的涂料研发生产销售服务的全产业链以及提供油气行业腐蚀防护一体化解决方案的总包能力。

INTRODUCTION

CNOOC Changzhou Paint and Coatings Industry Research Institute Co., Ltd. (CPCIRI) has its initial name Paint and Coatings Industry Research Institute, Ministry of Chemical Industry, which was founded in 1969 in Lanzhou, Gansu Province. Since 2006, CPCIRI has become a subsidiary of CNOOC.

Owning National Engineering Research Center for Coatings and Offshore Industry Protective Engineering Research Center as the key research centers, CPCIRI has obtained more than 140 national level patents, and honored with more than 500 awards at national or provincial level in terms of innovation, creativity and improvement, etc.

CPCIRI produces products with the registered trade mark “A WORLD” which has been widely used in various industrial sectors, playing an important role in coatings industry. The company has introduced the internationally advanced equipment and automatic control facilities and has several automated workshops with high efficiency , with the annual capacity of environmental friendly coatings 55 000 tons.

Main products include heavy-duty anticorrosive coatings, nuclear coatings, coil coatings, special resins, etc. The coil coatings are widely use in many large-scale iron & steel plant including Wuhan Iron and Steel (Group) Corporation, BaoSteel Group, etc. In addition, these coatings have grown into the overseas markets such as Russia, for household appliances and architectures.
